Is Training Required for HAZWOPER Skilled Support Personnel?

At times, there may be the need for fast-response assistance by personnel who possess needed skills and equipment at chemical emergency scenes. At 29 CFR 1910.120(q)(4), OSHA has identified the training requirements for these skilled support personnel.
 
During an emergency response, you may need quick assistance from skilled personal to operate trackhoes, backhoes, cranes, and hoisting equipment, that cannot be reasonably performed by your own employees.  These skilled support personnel are allowed to perform work without HAZWOPER training, provided they are given a briefing that includes a discussion of the hazards present, the personal protective clothing and equipment to be used, how the equipment is used, the exact tasks they are expected to perform, and any other safety and health precautions relevant to the site and its potential hazards.
